first post here, just a quick heads up. I have a low-spec laptop with only 4 GB of RAM and Win10 on it. Rack did not launch, whatever I did. I then went on to proceed to build from source. There, the produced binary also did not launch, but provided a hint: Segmentation Fault.
After looking at possible command line switches, I found that providing at least one argument to Rack.exe will make it launch - in my case I provided a custom folder for plugins and settings. So far with this method there are no problems. Like: Rack.exe -l C:\Path\to\plugins
Maybe this is a bug, maybe not. I just wanted to leave this here in case anyone has the same issue.
