I also had this problem and contacted VCV-support through their website:
I got this answer:
“We are working to find a good solution to the issue that works reliably across all our supported platforms. However, as a temporary workaround could you try disabling ‘Lock cursor while dragging’ in Rack’s View menu? The mouse/trackpad pointer will then be visible while you are moving knobs, but as far as we know the issue doesn’t occur with that setting disabled.”
Disabling that “Lock cursor while dragging” solved the problem for me 
so I didn’t need to go back to the previous version.
And I also received an email this week with:
Just following up to let you know that in the next version of VCV Rack we’ve fixed the erratic control movement issue.
No clue though when it will be published though.
